Notice on PET FRIENDLY SOCIETY GUIDELINES dated 25 th October 2020
HVGOA had passed the PET friendly Society guidelines in the AGM June 2019.
While it is noticed that both Pet owners and other residents have broadly agreed to follow the Pet Friendly guidelines, there has been exceptional cases of violation. As such, the HVGOA has decided to issue the guidelines once again and also implement the same for the peaceful co- existence of all residents in the society. Pet guidelines would be broadly guided by Prevention of Cruelty to Animals Act,1960, guidelines issued by the Animal Welfare Board of India, the Kerala Municipality Act, The Kerala Panchayat Raj (Licensing of Pets) issued from time to time.
Guiding principles of HVGOA for a Pet friendly society are provided below:
Role of HVGOA and residents in this regard are as below:

- HVGOA shall abide by Prevention of Cruelty to Animals Act,1960’. According to article 51 A (g), it is also the duty of every citizen to have compassion for animals and any living creature.
- HVGOA shall not discriminate any pet owners / residents from others
- HVGOA shall educate both pet owners and residents on the below:
- to take care of vaccination and sterilization needs; groom the pets to become friendly and, make sure your pet knows the surroundings he/she resides in and does not harm a stranger or cause a nuisance.
- educate other residents to avoid being hostile or aggressive towards animals
- HVGOA has introduced time slots for access of pets in designated common areas
Role of Pet Owners are as below:

- All Pet owners need to get the license from the Kakkanad Municipality – New Pets are allowed only if the license is provided, old pet owners to get the same in a month’s time, same to be submitted at HVGOA office.
- Existing residents to submit the same along with their license copy and Govt Vet doctor certificate on the vaccination details. A photo of the pet with age, lineage and owners details to be submitted at HVGOA office
- Periodic vaccination certificate shall be provided from a Government Veterinary surgeon on the health and mandatory vaccinations to the HVGOA office.
- All pet owners shall have the board in front of their gate in white back ground with black writing – “Beware of Pets”. The size of the board should be in such a way to inform / warn the residents / passerby.
- No Pets shall be allowed to Poop or Urinate in any of the common areas inside the HVGOA. In case of such exigencies happen, the owner should immediately clean up the place, and ensure the same to the best satisfaction of the Association. Failing which a cleanup fee of Rs.1000/- would be charged from the pet owner/resident for each such incident.
- Pet poops / pet hairs shall not be dumped in the food waste and shall not be collected. If any pet owners engage in such act, their waste collection would be immediately stopped
- Pets owners shall take extreme care for straying the pets, and always accompanied by the pet owner (an adult) and shall have proper belt / chain and should be in full control of the pets.
- The pets may not be strayed during the active hours of the society when residents / children are using the common area, special function days, or as decided by the MC from time to time (in case of reopening of schools, any other events these timing may be modified and suitably notified to all). Active hours would be as of now decided as morning 6:30 AM to Night 08:00 PM
- Pet owners should take due care that the pets are inside their respective houses during night, and inside their gated compound only during the day time with gate properly locked / fastened.
- The owners should keep their pet houses clean and shall not create any nuisance / problems to any of their neighbours.
- As per the rights vested on the MC by the bylaws, MC can visit any villa at any point of time and inspect on the issues raised by neighbours
- Pet owners should do their best efforts not to disturb any of the neighbours or residents whatsoever and such complaints would be considered by MC on a case to case basis.

Non-Compliance

- The MC has the rights to provide three time warnings in the violation of any of the above else take action as per the Act / rules and guidance issued by the Animal Welfare Board of India from time to time and Kerala Municipality Act, The Kerala Panchayat Raj (Licensing of Pets), Prevention of Cruelty to Animals Act,1960.
- HVGOA shall take necessary legal actions on pet owners who neglect their pets or when found causing nuisance to other residents especially due to extreme negligence on the part of pet owners.
