Party hall & Spice garden hiring Guidelines

Party hall and Spice garden can be hired by members of the community for organising parties or get together by booking the same in advance through HVGOA office. This facility is available for non members as well with certain conditions. For details, please contact care taker.

Driving Guidelines

The speed limit allowed while driving inside Vastugramam complex is 15 km/hour. Drivers need to be extra careful during non school hours as children will be playing in the common areas.

Security Guidelines

SECURITY PROCEDURE AT VASTUGRAMAM

  1. Security guards while on duty should be in clean, neat and full uniform with proper turn out. They are to be polite to residents and visitors.
  2. Gate to be kept close always and to be open only for vehicles and persons. At all times, gate must be manned by at least one security staff.
  3. All Owners/residents are required to fix a HVGOA Gate pass sticker on their vehicle windscreens so that they will be allowed to enter the Compound without questioning.
  4. Vehicles of Owners/residents that do not have a sticker will be required to identify themselves to the Security personnel before being allowed inside.
  5. Visitors Register will be maintained to record the name, vehicle number, Villa visiting, phone number, time of entry and exit of visitors.
  6. All other visitors to be permitted to enter only with specific permission with following process :-
       
    1. Security to call concerned villa owner/resident over an intercom/phone and gets approval to let in the visitor.
    2. In case of no response over intercom/phone the security must give the mobile number of the villa owner to visitor and a call to be made by visitor on the telephone number given by security to get connected for getting an approval on the entry.
    3. If the owner knows about the arrival of the visitor in advance then owner can inform the security gate through intercom or on mobile number 8078518060.
    4. In case no response over intercom / mobile phone one security on duty should accompany the visitor up to the villa.
  7. Regular service personnel such as postman, milk delivery and newspaper delivery boys, Vendors, school buses to be allowed with a onetime approval from caretaker.
  8. All helpers coming to a villa should have a formal application giving the intimation to Association. In turn the Association will approve the entry to Security staff. Any regular servant who does not have an entry request from the residents will not be allowed inside by security.  
  9. Workers/contractors should be issued Entry Pass only upon checking with the resident if work is ongoing. Workers to be issued Pass after approval from resident on intercom or mobile. If NRI, the approval of the worker has to be received by email to the care taker and in turn the Caretaker to confirm to the Security.
  10. A Register will be maintained to record the Name, Villa number, Purpose of Visit, Time In and Time Out for all workers/contractors, helpers, maids, servants etc..
  11. Bags or vehicles if any must be checked while exiting with gate pass for materials & vehicle no signed by care taker.
  12. All workers/contractors must leave the compound by 6pm. In case of emergencies, they will be allowed to remain till 8pm after obtaining special permission from the Caretaker. All workers must leave by 8pm.
  13. Under no circumstances are workers/contractors allowed to stay inside the compound overnight.
  14. If workers come with a person claiming to be the owner or representative of the owner and if they do not reside here, then the Security is required to allow entry to workers or contractors only after checking with the Caretaker (even on Sundays).
  15. The Security personnel are required not to take instruction from an outside Company or individuals other than the Association authorities.
  16. Security personnel to regularly check if the worker/contractor is working in the right villa, and not loitering in the Compound.
  17. Keys entrusted by villa owner/tenants are not to be accepted by Security but rather to be given to the Caretaker.
  18. Visitor’s car to be parked at the correct parking space only.
  19. Security staff are not permitted to chat with outsiders, drivers, servants and workers as they need to be strict with them.
  20. None of the workers, except housemaids, are to be permitted on Sundays/holidays without the written order from villa owner or Caretaker.
  21. One Security staff must go on security beat (patrolling) with batten in the daytime every 2 hours and in the night (from 10pm) one Security should always walk around the compound with baton + torch to ensure no breach of persons from outside. Duty of patrolling will change every one hour with the Security personnel positioned at the gate. Patrolling security position is at the rear side.  
  22. For Owners that are not residing here and are visiting the Compound, the Security will issue a Gate pass after following this process:
    1. Ask their names and compare and check in the Owners list or Resident list
    2. Ask for their ID proof.
    3. During day time ask approval of the Caretaker through intercom or mobile.
    4. During night time after ID proof check, accompany the visitor or owner or resident (without car sticker) to their home and make sure they go inside with their key and in the morning to inform Caretaker the arrival of this visitor at 8am itself.
Waste Disposal Guidelines

Further to the directions issued on 29th August 2017, please see to the following guide lines in disposing the waste. This is a reiteration of the procedure to the compulsorily followed by all the residents with immediate effect.

Guidelines:

Garbage Disposal Guidelines

We have mainly four types of garbage being generated by the residents of HVG:

1) Kitchen waste

2) Garden Waste

3) Akri waste

4) Construction waste

 

Kitchen Waste

We have house to house collection done daily through Credai staff. While the bio waste is processed within HVG, the non-bio waste (mainly paper) is burnt.

Guidelines to be followed:

a) Bio waste and non-bio waste are to be separated by the residents and put into the standard size plastic buckets designated for the same.

b) Quantity of waste disposed by each villa on a daily basis should not exceed the approved bucket size.

c) No human waste or pet droppings should be put in the waste buckets..

 

Garden Waste

Effort should be made by all residents to minimise the generation of garden waste. Common area garden waste will be stored in a specified location within HVG and collected by an external contractor on a monthly basis. Bulk garden waste like trees, tree trunks & branches have to be disposed by the villa residents on their own.

 

Akri waste

Akri waste that can be reused or re-cycled need to be disposed off by the owner or residents. The Care Taker shall provide the contact number of the person. Waste should not be dumped in the common area under any circumstances. The following items will be collected on Akris:

    • Paper: Old newspaper, Magazines, Notebooks, Cardboard boxes.
    • Metal scrap: Iron, Steel, Tin, Aluminium.
    • Plastic: Milk packets, Cover, Bottles, Pipe
    • Electronic scrap: Old computer, non functioning electronic devices, batteries and charges, mobile, cables etc

Construction/Wood work waste

      • All construction/woodwork waste generated by residents is to be removed from HVG and disposed of by the contractor carrying out the job. This has to be ensured by the owner / residents without fail. No dumping of construction /woodwork waste is permitted within HVG.

General Instructions:

        • We have received complaints that residents staying near the periphery compound wall dumping their waste to the neighbourhood properties. We request that you may refrain from doing the same at the earliest.
        • All perishable waste that may get decayed may be kept in sealed covers and disposed in the buckets on the day of the disposal only e.g fish and meat waste.

Specific Guidelines

    • 1. Green Bucket ( Food Waste)
  •  
      • Green bucket waste will be taken every day except Sundays.
      • Place only one sheet newspaper in the bottom or biodegradable bags and then drop the waste.
      • Avoid putting any water or water content waste into this. ( Eg for rice please drain maximum water and drop just the rice into the bin)
      • For disposing of waste of jackfruit , kambili naranga etc please cut it into small pieces and dispose into bin.
    • 2. Red Bucket ( Paper Waste)
  •  
      • Red bucket waste will be taken every day except Sundays
      • Please dispose all paper materials that can be burned in this bin.
      • You may put the coconut husk on a daily basis (max 5 nos) in this.
      • Loose hair should be dispersed in this so as to be burned.
      • Sanitary pads/ Diapers etc to be wrapped thoroughly in newspaper and to be disposed in this
      • Aluminium foil to be disposed in this
    • 3. Blue Bucket ( Plastic Waste)

      • Blue bucket will be taken twice a week Tuesdays and Fridays
      • All plastic items including toys, medicine bottles, medicine wraps etc to be disposed in this.
      • Milk/ curd covers to be washed and disposed into this.
      • Broken bottles or glasses to be wrapped in covers and to be kept along with the blue bucket
      • Tetrapacks caps to be removed and please wash the pack and press/ crush it and dispose in this.
      • All glass bottles may be kept separately outside the blue bucket
    • Lets all work together and keep our HVGOA environment clean and save our planet ….
Pet Friendly Guidelines

Notice on PET FRIENDLY SOCIETY GUIDELINES dated 25 th October 2020

HVGOA had passed the PET friendly Society guidelines in the AGM June 2019.

 

While it is noticed that both Pet owners and other residents have broadly agreed to follow the Pet Friendly guidelines, there has been exceptional cases of violation. As such, the HVGOA has decided to issue the guidelines once again and also implement the same for the peaceful co- existence of all residents in the society. Pet guidelines would be broadly guided by Prevention of Cruelty to Animals Act,1960, guidelines issued by the Animal Welfare Board of India, the Kerala Municipality Act, The Kerala Panchayat Raj (Licensing of Pets) issued from time to time.

 

Guiding principles of HVGOA for a Pet friendly society are provided below:

 

Role of HVGOA and residents in this regard are as below:

    1. HVGOA shall abide by Prevention of Cruelty to Animals Act,1960’. According to article 51 A (g), it is also the duty of every citizen to have compassion for animals and any living creature.
    2. HVGOA shall not discriminate any pet owners / residents from others
    3. HVGOA shall educate both pet owners and residents on the below:
                       
      • to take care of vaccination and sterilization needs; groom the pets to become friendly and, make sure your pet knows the surroundings he/she resides in and does not harm a stranger or cause a nuisance.
      • educate other residents to avoid being hostile or aggressive towards animals
       
    4. HVGOA has introduced time slots for access of pets in designated common areas

 

Role of Pet Owners are as below:

      1. All Pet owners need to get the license from the Kakkanad Municipality – New Pets are allowed only if the license is provided, old pet owners to get the same in a month’s time, same to be submitted at HVGOA office.
      2. Existing residents to submit the same along with their license copy and Govt Vet doctor certificate on the vaccination details. A photo of the pet with age, lineage and owners details to be submitted at HVGOA office
      3. Periodic vaccination certificate shall be provided from a Government Veterinary surgeon on the health and mandatory vaccinations to the HVGOA office.
      4. All pet owners shall have the board in front of their gate in white back ground with black writing – “Beware of Pets”. The size of the board should be in such a way to inform / warn the residents / passerby.
      5. No Pets shall be allowed to Poop or Urinate in any of the common areas inside the HVGOA. In case of such exigencies happen, the owner should immediately clean up the place, and ensure the same to the best satisfaction of the Association. Failing which a cleanup fee of Rs.1000/- would be charged from the pet owner/resident for each such incident.
      6. Pet poops / pet hairs shall not be dumped in the food waste and shall not be collected. If any pet owners engage in such act, their waste collection would be immediately stopped
      7. Pets owners shall take extreme care for straying the pets, and always accompanied by the pet owner (an adult) and shall have proper belt / chain and should be in full control of the pets.
      8. The pets may not be strayed during the active hours of the society when residents / children are using the common area, special function days, or as decided by the MC from time to time (in case of reopening of schools, any other events these timing may be modified and suitably notified to all). Active hours would be as of now decided as morning 6:30 AM to Night 08:00 PM
      9. Pet owners should take due care that the pets are inside their respective houses during night, and inside their gated compound only during the day time with gate properly locked / fastened.
      10. The owners should keep their pet houses clean and shall not create any nuisance / problems to any of their neighbours.
      11. As per the rights vested on the MC by the bylaws, MC can visit any villa at any point of time and inspect on the issues raised by neighbours
      12. Pet owners should do their best efforts not to disturb any of the neighbours or residents whatsoever and such complaints would be considered by MC on a case to case basis.

 

Non-Compliance

      1. The MC has the rights to provide three time warnings in the violation of any of the above else take action as per the Act / rules and guidance issued by the Animal Welfare Board of India from time to time and Kerala Municipality Act, The Kerala Panchayat Raj (Licensing of Pets), Prevention of Cruelty to Animals Act,1960.
      2. HVGOA shall take necessary legal actions on pet owners who neglect their pets or when found causing nuisance to other residents especially due to extreme negligence on the part of pet owners.
